For lots of blooms, apply fertilizer regularly.  Petunias, especially vigorous varieties, use a lot of fertilizer to grow and bloom.  Use Osmocote, a slow-release fertilizer, once every three months, and Fertilome Rooting and Blooming, a water soluble fertilizer, at least once a week.
